Why it is "sinking" even though it is a topwater lure

In Blackfin seabass fishing on rocky shores, stormy weather with spreading white water creates prime conditions. However, mis-actions frequently occur as waves and strong winds cause the lure to easily jump out of the water, making it impossible to present as desired. 
By intentionally giving this model a high specific gravity sinking specification, the lure itself bites the waves and sticks firmly to the rough water surface.
